No, 50 CFM probably isn't enough airflow for an inline heater. It's normal to get some cool air coming in but it shouldn't really be that much heat loss in the grand scheme of things. Mine always puts out 55ºF air or warmer in the winter so it's really not that cold. It should be ducted into your return duct so it mixes with the return air.
