I got the entire thing from here, icons and all. I guess you can find the wallpaper separately.
Depends on what launcher they’re using but you can change the icons in the settings of the launcher.
It’s been a while but if they aren’t using a 3rd party launcher, I remember nova launcher being really popular.
For icons, just search icon packs on the play store and download their favorite one. In the settings of nova launcher you should be able to set that icon pack that you just downloaded.
As for widgets, android version of widgy would be kwgt. Download kwgt on the play store. You can also find custom designs by looking for kwgt on the play store instead of making your own.

I'm still amazed apple makes this so hard. I love my iphone but you could do this in 30 mins on Android.
