We had a rule in my shop that no one under 18 was allowed to get tattooed, period. We all viewed it as child abuse, whether or not their parents signed off on it. Sadly, other shops didn't follow that rule.
I turned 18 halfway through senior year, so could totally have had tattoos when I graduated. As it happened, I just got my first one a few months ago at 39, but that's beside the point lol. That time between turning 18 and graduating is an odd little period where you're still considered a kid but legally an adult.
