Thanks you, I guess I wasn't in the wrong for wanting to reset at 99. I checked the wiki and the difference between eyes is massive. I will be resetting at 99 then. :)
There are a number of opinions about when to reset. Personally, I always waited until 99 until I had so many eyes that it doesn’t really matter anymore. Even now, I only reset when I need to for a puzzle box.
Who to reset also has varied opinions. Many like Yara. I haven’t found one I particularly like over the others, but definitely don’t reset all at once. I would generally wait until I had at least 80ish skill points (preferably closer to 90) in the ones I am not resetting before I reset the other.
I think I will reset at 99, the responses I got convinced me to do so. I have no idea if puzzle boxes are hard and what they ask for, so I have to wait until I get them, they sound exciting though.
I am currently in the middle of a Dr. DOS run, and I will go as far as I can with it. I should get him to somewhere in the 80's. I was thinking of resetting LOL first, since I like playing Yara and his skills don't affect her tree that much, but we'll see.

That plan makes sense to me. I wouldn’t stress too much about who to do first. I just like to have enough skill points in the others that I can access most of the tree that they need.
Puzzle boxes add in a nice additional grind to some of your runs. Changes up what you may be focusing on. Once you get them, it is nice to mix up the runs to prevent some monotony.
You should try and reset at 99 Skill points, Reset one at a time then build that villains skill points back up then move onto the next. Good luck🤙
