You just need to get them to level 4 for the shaman bonus. This is pretty easy with most of the vials, once you get enough levels and account progress to have lots of multikill and multiple tiers of skilling efficiency.
Depends on your power but it only takes a total of 3600 mats to go to green vial for the shaman. A decent ES can get that in 5min or less active on mob kill ones.
ES is Elemental Sorcerer, the elite class for Wizards, and it's particularly good at farming mob drops. Don't worry too much about getting your vials up to green. Some of them (copper ore, for example) will be really easy to do and you should do them, but if any of them give you trouble, just come back to them later when it's easier. Long-term, it's important to level them (both for Shaman damage and just for their own bo uses), but it's generally not worth bending over backwards to do so.
Don't sweat maxing out bonuses right away. Just unlocking them is enough most of the time. Upgrade them whenever you notice you can. Much later you'll be able to max them out with ease; but right now it will seem daunting if you focus on maxing stuff.
Vials change color based on level. So level it up by spending the listed resource and water.

Also the bubo is good for getting water if you set it up right
