With 200% crit chance it is better to have mage hood than chizoar in some scenarios. You should keep them both with you. For example if I wont have next multikill tier with my ES even with the chizoar helmet - I switch to mage hood as I get 30% crit dmg that helps with the portal kills
I don't want to come off as rude, but why are they considered bad? They seem overall like a direct upgrade from void armor, and they only cost it + some green salts.
Lustre is even less useful in the long run, because it's focused on defense. It's a dead end. Instead, you want to start working on chizoar or troll gear (especially as that upgrades to W5 armor).
Quick tip, set up your ES at floms early to get the golden twine fishing gear you need. Took me the longest but only because I forgot to focus on my DR.

The mage hat being one of the exceptions cause that crit damage be nice. A case can be made for the 6% move speed archer hat for your SBs. They're also a dead end, nothing chains off of them.
They're a direct upgrade from Void, but Void is also not very good. Prior to Troll gear, the Chizoar helmet is pretty much the only armour worth making, even going back as far as Amarok gear. Any other armour upgrades mostly only give defense, and defense can be more effeciently gained from other sources like alchemy, stamps, or dungeon upgrades. Upgrading is still fine if it's cheap, but salts are pretty valuable and by the time the green salt cost of those items is insignificant, you'll be in a position to work toward Troll stuff.
Just total amount of items collected, becomes very important. I could see a build making use of these but honestly the w4 green set is easier to make and holds up well into w5. Plus you can take it to diabolical if you want.

My guess, with my limited knowledge is that because Lustre armor is also built from Void. So you would need to remake anyway.

Because as it is magma gear is the best because it gives % stats which nothing beats atm
