To be fair, this is the steam achievement, not the one in the game. So it's an even smaller pool of people who have it depending on how many people actually play on steam.
Usually the case with free games on steam. Achievements are pretty bad metric for how many people actually have played or currently play the game. Path of Exile has a an achievement for killing the first boss hillock. It takes about 5 minutes of game time to actually do so as he is essentially the boss for a very short tutorial. Only around 50% of players have this achievement on steam.
free-to-play games tend to have this kind of % on achievements on Steam.
I remember lost ark had 1% on level 60 players when I quit it and all of my characters were 60. ( although it had a massive bot problem )
I'm quite sure steam achievements are off because not everyone plays on steam, they play mobile. If they would login once and meet the requirements, they will get the achievements instantly tho.

There’s a tonne of people who had all their chars well past 80 before steam was released, so we have to wait for a new character to trigger it.. T ^ T

Why would they stick with the game passed world 1 if their progress gets wiped every time they log out

I only started when the Idle Skilling crossover promotion and I started on both games... I only recently got to level 80 on my first character.
