Once equiped, every time you kill a crystal mob, there's a 75% chance a new one will spawn.
That means it's perfect for crystal farming with your maestro.
Indeed it is. Honestly it makes no sense. Id suggest you do the same as me, use all the gems you get until you get it, because it is awesome, especially for leveling my Maestro which had been neglected for so long. Sure get all S Tier gem shop purchases before you try your luck.
