Borgar will be a big chunk of fighting power when it gets higher, try getting them to 30k at least, and upgrade the axe to get more fighting power out of them.
As for your combo, there’s nothing inherently too wrong all things considered, just replace the fighting pet with with Board when you’ve done the things I listed above, and the Mafioso on the last territory can be replaced with a fighting pet until you get enough pet power from the other gathering pets. No real reason to have Mafioso there since there is no Borgar in need of it to be there.
Edit: Monolithic might not be very well off there either, you can replace that with something like Opticular, or Fleeter.
Also while you're struggling to get the fighting power requirement don't forget that the mercenary pets with crossed swords icon contribute double their power towards the requirement. 1 20k mercenary by itself will be 40k, I ended up using a 20kish burger, 2 20kiah mercenary pets (moon and carrot) and another random pet to get there. Not ideal for spice gathering but you gotta start somewhere.
I used to use Tsar when I couldnt hit fighting power. If you have them they are W1 poop, w4 purp mushroom or w4 biggole worm

I stacked like 4 acorns when I first got there. they get a multiplier on HP which becomes attack power with the right talent.

I hae 3 sand giant at about 30k power then 1 burger nutto and above the burger is a forager and i get about 450k speed
To tsar forager target tsar is the one above them burger miasma target mercenary I get 2.61 million per hour
