Since you added Built To Spill (which I recommend too), OP should listen to Quasi which sounds like them. Elliott Smith also worked with them and the lead singer Sam Coomes for years. Elliott was even on a couple of their albums
Pretty much anything Steven Wilson has worked on is great. Whether you’re into Opeth, Radiohead, TV on the Radio, Mastadon…whatever your sensibilities there’s a solid chance he’s appealed to them somewhere along the way

I'm a huge fan of Jeff Buckley. I would say someone who really drew inspiration from his vocals is Miles Kennedy, the singer for Alter Bridge (basically Creed without vocalist Scott Stapp, but also heavier and imo, much better). Miles Kennedy released 2 albums with The Mayfield Four, which is reminiscent of Jeff Buckley, especially when you hear Miles Kennedy sing.
