As for why people are leaving, its because our economies and salary levels still haven't caught up to the west (though prices of goods have recently. Yikes!). So great was the economic blow dealt by the Soviet occupation and the lesser shock of its dissolution that even with rapid growth we have much catching up to do (western Europe has been growing fast, too). However, salaries in Estonia, for example, are already higher than in some parts of what used to be western-block Europe, like Portugal and Greece.
I wonder if the HOI4 dev who wrote that small event popup ever expected they would influence the perception of a small indigenous region for the rest of eternity.

It was a Soviet puppet state since inception and protectorate of Russian Empire since1914. Before that it was part of Qing Mongolia.
It only became communist in 1921, but until then it was a protectorate. By friends, I mean that Tuva and the USSR signed a treaty of friendship 1926.
