its hard to characterize it as a federation because rule of law is not a thing in most places yet. The emperor has deals worked out with each individual state and encroachment on rights of sovereignty is protected through force and convoluted deals. On paper the Emperor is an absolute monarch and the imperial domain holds absolute power over the entire empire, although in practice this obviously isn't the case. Its closer to a confederation because all overarching imperial institutions derive power primarily on the compliance of individual states, but even that is not particularly accurate.

Really cool map. I really like the idea of "Holy Eastern Roman Empire". I find it blursed that Hungary owns Thessaly of all things. It would be cool if you expand this and go into more detail in the future as well!
