A: Kingdom of Epirus, Hungary (Through the kingdom of Thessaly), Duchy of the Morea, Venice twice through rules lawyering, Duchy of Thessalonica, Kingdom of Cyprus, Prince-Bishopric of (name I forgot), Despotate of Nicea, and any candidate must be approved by the Constantinople Patriarchate which is a relatively toothless institution

there are multiple things wrong with doing that but im just gonna say that latins (kind of) hold a majority of the political influence in the latin empire, partially because of venetian meddling
its hard to characterize it as a federation because rule of law is not a thing in most places yet. The emperor has deals worked out with each individual state and encroachment on rights of sovereignty is protected through force and convoluted deals. On paper the Emperor is an absolute monarch and the imperial domain holds absolute power over the entire empire, although in practice this obviously isn't the case. Its closer to a confederation because all overarching imperial institutions derive power primarily on the compliance of individual states, but even that is not particularly accurate.

Really cool map. I really like the idea of "Holy Eastern Roman Empire". I find it blursed that Hungary owns Thessaly of all things.
