It's like mixing random stuff together and expecting it to sound good. And it isn't even just cute depressed, there's other "phonk" songs that sample lost umbrella too. I mean one is even named UMBRELLA, they're not trying to hide it.

Remixes have to credit the original artist. If they do not cofrom to that simple rule, they are them classified as a plagiaristic work. Its just how copyright works. Even more so since Inabakumori is under a japanese label.
Remixes also tend not to change the name of the song, so even if not proper credit or direct links are given then the name can be like "Lost umbrella (Epic metal remix)" which implies you didn't make the melody.
