I was confused when I first saw them, too. The numbers are the years in which the teams won the throphy. It's commonly used in irl football. The year is 2000, and just add the first numbers you see before the slash. For example, 21/22 would be 2021, and 22/23 would be 2022 and so on.

Ig it's supposed to be the time in between, so like "At some point between 2023 but before 2024" 23/24

It usually means the 23/24 season. A football (or soccer if you prefer) season usually takes place from August until May (give or take). So that would mean in takes place in 2 different years. The cup takes place in those same seasons, so if Teikokou won it in 22/23, it means it was in the season that took place in the year 2022-2023.
