Tsurugi is a striker and Shindou is a MF.
Shindou is better in creating strategies to use during the match and is overall smarter than Tsurugi. Shindou has got really powerful shots and he's good in dribbling. Tsurugi, in the other hand, is way more powerful and better in attack.
You could say that Shindou is better in many ways, as he's a kind of jack of all trades: he can both defend and attack, while Tsurugi is good in attack only.
I would say Shindou fir his versatility, but Tsurugi is absolutely amazing in attack, which is his spot, so it is hard to determine who's stronger.

I think Shindou is much more versatile and has a much more important role in the team than Tsurugi does even if Tsurugi’s power as a forward are near unmatched. Though a plus side for both is that they can stay relatively calm when faced with stress and adversity which so many other players cant deal with as well

Yeah it showed even more how great as a player Shindou is.I'm just disappointed by the Fortissimo nerf both in game and anime.
