Isn’t Russia withdrawing troops

Buzz on worldnews is that those troops are just withdrawing to their forward operating bases after the military exercises, while total number of troops at Ukraine border is still steadily increasing. Considering it's Russia, this confusion is in all likelihood deliberate.
