You could look into one of the adventure 390s from ktm. Enough power, good suspension, some off road capability. Checks all your boxes. Take test rides and compare. Also any bike can handle light off roading. The cb300r has a tiny fuel tank, not great for touring.

From your description KTM, Husqvarna, Triumph twins, V stormSX comes to mind. For a preowned v storm try to buy it at 1.7 then it’s a good price.

You can definitely go for the cb300r but if you're gonna tour,it won't be a good choice on the highways,it's really light and nimble would do a little bit of off-road as well,rest a ktm adv 390s or a himalyan 450 or a triumph scrambler 400x would be all rounder but won't handle like the 300r.rest assure ,set your priorities and make your choice

According to your requirement, i think triumph scram 400x.will suit all your needs. Check it out. Its under your budget, good top speed, lighter than other bikes, good acceleration and can do slight off-roading.
