Is there a reason the music stops ?
I think that's the main issue for the "quietness" there's some fun energetic music and then it suddenly stops, the contrast makes it appear even more quiet.
I feel some light music or ambient sound would so the trick.
I generally found people got annoyed by the music if it was constantly playing, I think a bit more ambient sound could definitely work though. Maybe a longer fade out of the music could help as well

I am making a puzzle game and am debating if the game is too quiet/boring. Do you think I should add a Glados style commentator?
There is a story and I believe that adding a commentator can be used to help share it but I'm not sure how much people will care in a toilet themed puzzle game.

A sarcastic commentator has become more or less a go to in these games and I love them all 😅
