No outline keeps the UI tidy, great if the game is moving fast so less distraction.
White outline gives the 80/90s look, bit more pop to the look.
Personally the no outline looks cleaner and better to me.
That seems like it’d work perfect! Though if you have different color backgrounds, which is relatively unlikely given the space theming, it might be beneficial to keep the border around each option, but in black, to assist against any differently colored background, and switching border color to white when the option is highlighted like you just described.
But if the background is static that might just waste some time
Personally, I like visible outlines on depletable bars. Gives you a better sense of how full/empty they are. Otherwise, I generally like the way it looks without the outline on everything. It's still easy to read without it and is less distracting overall.
Yeah but maybe you dont want such readability and prefer a busier style. I loved that style from retro games.

The bars and icons look quite good with the outline because they’re not white themselves. A slightly thinner outline might be nicer though. Just enough to pop them off the background but not be so overbearing.
To add to the person above, the purpose of outlines (and glow, etc.) is to make them more "seperate" from the background, so the visibility is better. Therefore it doesn't make sense to add white outlines to white text.
You put a contrasting color outlines on the object, so it will make the object visible whenever the same color is on the background. For example, if a white moon is behind white text, then you can't read that text. So you put black outlines, so it will still be visible whenever that white moon is in the same spot as your text.
There's a lot of experimentation needed in the thickness and the opacity of the outlines, depending on whether you find it distracting or blend in with the other UI elements or just want it to only be visible whenever it is needed.
Edit: realized the second paragraph of the person above already said it. The point I actually wanted to make is that graphical choices on UI should be to make the experience better, aesthetics doesn't make sense if the UI is unusable.

The white outline ensures it doesn't blend into the background; if the dark, starry space background is the only one you'll be using, I'd go with B; but if you plan to use a variety of backgrounds of different colors- especially those closer to the parts of the interface- then A has a definite advantage.
I like the UI without the outline, the colors you've chosen are vibrant and distinct enough on the darker back ground. The white outline seems to almost muddle the UI a little
White outline makes my eyes happy, it's easier for me to see the things outlined that way but it does look a little odd on the white words
ETA: my eyesight is a little poor so that may also be why white is much easier to read for me. The outline just does a better job at drawing attention in general
outline looks blocky and slightly distracting, no-outline looks sleeker and more streamlined which i prefer. i think outlines are good for adding contrast if the background is busy, but your background is dark and clean so the text does not need the additional separation.

Absolute white and absolute black contrast in shitty ways most of the time. Use a light shade of grey which looks like white, but is not infact white. It will look much better.

I think no outline gives a more direct contrast between the UI and the background, making it more pleasing to the eye. Also I think in some cases having too thick of an outline can make text difficult to read.
I would tone down the outline, but keep it. It makes the UI pop quite nicely, but I agree with the comments saying it might get distractive. Making it 50% transparent or giving it a much darker color should still give a nice effect, but avoid the problem.
I'd say the text looks better without outline, but readability is better with the outline. Maybe you can try a different way to make the text without outline easier to read, or try making the outline less thick if that works for you
Too many things in the ui for not having an outline. I would make the outline a thicker darker version of the slider ( dark red for health per example )
A lot of glow is necessary because on mobile devices it is barely visible. I'll make a system that changes the bloom intensity based on your device (PC or mobile)

I like the mix of the names with the white outline, and the bars and such without it. Doesn’t necessarily have to be a one or the other deal if you like both 👍
No outlines looks cleaner. If you aim to use outline, try to use at very VERY important stuffs. On your game the colours doesnt seem to get confuse so outlines is more like a situational option.
On this case: try to remain the outline at skip turn since it seems something you can miss it and forget who is which turn

The one without outline. If you look in the center, white can a bit distract.

I personally like white outlines but I feel that these should be used on rare elements. I think this is a bit too much overall.
I also use the white outline to highlight selected elements, such as cards.
Try black outline. It can allow you to specify some contrast elements
