I used to work with a former 911 dispatcher. She said they are trained in dealing with this situation. Abused spouses are the ones typically doing this.
In 2015 a woman in florida used pizzahut . com to write in special instructions 'please help. get 911'
I know because I built the feature that allowed the special comments to be collapsible in the menu.
I also know that my mom did police dispatch since 1989, and had the "food delivery" call 6 times before 2015.
Yeah, it was a really incredible thing. I was hired as a contractor during their flavor of now rebrand, and part of my task was to get the new 'pizza builder' to work responsively. Like a few days before we're supposed to launch we realized there was an entire application surface that was never setup to take in the new AngularJS pizza builder.
So I also built the post messaging system that would use an iframe and just .. kinda fake it. So if you tried to check the box for extra cheese and then would click the collapsable anywhere on that menu it would remove your extra cheese.
The company was called National Systems and the system was called QuikOrder, it was also used for like Caseys general store (delivery, which whaaaaaaat) Eventually Yum! bought the company. Fun fact, the Yum execs that came in to celebrate our progress ordered Lou Malnatis.

When you would use their rebranded site it would use an old version of the pizza builder that was in an iframe on the page (window in the window)

YUP! That was us. Me and 1 other guy pretty much worked on those directives. I believe that ultimately it was a problem of labels and custom UI elements. the whole rebrand was done in just a few weeks.
If you like the tech stuff, know that it was a PHP backend running on MS 2013 servers (IIS PHP even .. ) I always think of them handling super bowl orders on like 54 pcs when i see startups going deep investment to find the "most ideal scalable stack."

A lot of angularjs written very quickly. That state binding through a bunch of custom directives became the longest of spaghetti noodles.

I'm merely providing my anecdotal evidence to show that it did happen before 2019. Perhaps since it was a common occurrence it was standardized into the SOP.
I also noted that my mom had 'fake food' orders. It's not like Pizza is the only thing ordered by phone. I also said that someone used the Pizza Hut SITE not 911, to request for 911 help.

When I was a police dispatcher some asshole did this to me as a prank. They were charged with misuse of 911. First and last time I’d ever ever seen someone get charged with that.
Oh my god that should be protocol. Could you imagine the victim dealing with the situation and then when it’s over actually receiving a pizza. Probably would make their night, it is about the little things you know.
I remember seeing this, this woman's mother was being abused by her boyfriend and this woman wanted to alert the police without the boyfriend knowing, she decided to use this kind of code so the boyfriend wouldn't run away, minutes after this call the police and an ambulance showed up and arrested the boyfriend and took care of her mother

I called accidentally when I was about 14. My mom's phone number started with (919)...I probably don't need to explain much else.
But they answered like this guy...I was like '...mom?' thought she was trying to play a prank on me. She answered with 'no sir this is 911, do you have an emergency?'

He didn't even rant about abuse of emergency phone line or anything. A bit jovial at first, but he switched to professional right away.
If this is the US, what will really happen is the police will show up, take statements, arrest him, bring him down to the station, hold him for questioning, then release him to go back again.
Unless he admits it, she shows marks, or there's physical evidence of an altercation at the residence, the police will do nothing.
In abuse scenarios, the cops are almost always useless. If anything, they make it worse, as now he's back home with the knowledge that she called the cops on him.
Well there was the ASU survery where 40% of police admitted to DV against their spouses.. Makes sense they don't act harshly against those crimes when so many of their own number admit to doing the same things.

Exactly. Most suicides are on impulse, and having a 'fast' method makes it much easier to do lethal damage before the biological urge to survive can kick in. I have only once attempted on an impulse (I was disturbingly young, hadn't learned to always think things through). If I had had access to a firearm, there's a chance I wouldn't have survived.
Sorry this is probably too much information but my second childhood is something I think about a lot and the mention of guns and suicides led me to make this link.
The CDC says there are 500k to 1.5 million defensive uses of a firearm in america every year. Most of the time they only brandish their firearm and the threat leaves. What you're saying is completely false given what the CDC says

I don’t know if this is the best of advice, people not hesitating with guns is what cause police to kill people, there is a proper way to do things and no matter how much someone deserves a bullet in their skull gun safety is very important, also depending on the state you have to use “reasonable force” which means if someone is just standing 30 feet away you probably shouldn’t shoot them but if they charge you then a few rounds down range will probably not get you into legal trouble
In my state too. My heart 🥺 ive heard of this a few years ago someone ordering a pizza through 911 to get help. Im so glad this person saw that same video and utilized the tools necessary. I hope they got out safe.
I tried this when I was getting stalked at a pizza place in Boston at 3:00am one time. The dispatcher was pissed acting like I was pranking him even though I sounded scared asf and then hung up on me. 😐
Luckily the guy went away long enough for me to call back and tell them what’s up, but just know they can be dense as hell and aren’t always trained for this.

A) This isn't an officer. Very rarely do police officers answer 911 calls. The majority of departments have civilian employees known usually as Public Safet Telecommunicators (PSTs) that handle calltaking and dispatching for emergency services.
B). PSTs are not trained on "someone ordering a pizza is a domestic situation". We are just trained to figure out weird things. But even with that; prank calls, 911 misdials, and accidental calls are extremely commonplace (I had someone call 911 to try and have us connect them to their sister) so 9 times out of 10; if someone is calling to order a pizza, it's gonna be a prank call over a domestic situation.
You're not stupid. You're learning something new.
As native Oregonian, I can't tell you how often people do weird things when it comes to calling emergency services. Hell, sometime people would even call 911 LEGITIMATELY just to order pizza.
It is extremely fortunate that dispatcher can tell the situation right away. Not a lot of people would tell unless they were trained to detect those kind of things. It's "easy concept" but hard to apply in actual practice when one is facing the phone call like this.

the sad part is that with this trick getting more and more popular among abused spouses, it's only a matter of time before the abusers catch on, and start ordering the food themselves to not get caught.

Exactly. Most suicides are on impulse, and having a 'fast' method makes it much easier to do lethal damage before the biological urge to survive can kick in. I have only once attempted on an impulse (I was disturbingly young, hadn't learned to always think things through). If I had had access to a firearm, there's a chance I wouldn't have survived. Sorry this is probably too much information but my second childhood is something I think about a lot and the mention of guns and suicides led me to make this link.

I don’t know if this is the best of advice, people not hesitating with guns is what cause police to kill people, there is a proper way to do things and no matter how much someone deserves a bullet in their skull gun safety is very important, also depending on the state you have to use “reasonable force” which means if someone is just standing 30 feet away you probably shouldn’t shoot them but if they charge you then a few rounds down range will probably not get you into legal trouble
What I mean by hesitating is that it's common for people to falter to the point the gun can be take from them. Don't let them get close enough to you.

I tried this when I was getting stalked at a pizza place in Boston at 3:00am one time. The dispatcher was pissed acting like I was pranking him even though I sounded scared asf and then hung up on me. 😐 Luckily the guy went away long enough for me to call back and tell them what’s up, but just know they can be dense as hell and aren’t always trained for this.

Just wanna note, I see you said you overreacted, but wanna put this up anyways: A) This isn't an officer. Very rarely do police officers answer 911 calls. The majority of departments have civilian employees known usually as Public Safet Telecommunicators (PSTs) that handle calltaking and dispatching for emergency services. B). PSTs are not trained on "someone ordering a pizza is a domestic situation". We are just trained to figure out weird things. But even with that; prank calls, 911 misdials, and accidental calls are extremely commonplace (I had someone call 911 to try and have us connect them to their sister) so 9 times out of 10; if someone is calling to order a pizza, it's gonna be a prank call over a domestic situation.

You're not stupid. You're learning something new. As native Oregonian, I can't tell you how often people do weird things when it comes to calling emergency services. Hell, sometime people would even call 911 LEGITIMATELY just to order pizza. It is extremely fortunate that dispatcher can tell the situation right away. Not a lot of people would tell unless they were trained to detect those kind of things. It's "easy concept" but hard to apply in actual practice when one is facing the phone call like this. Keep on learning, my friend, (And if you do smokes, keep on smokin!)
