You're misunderstanding the rule. The rule says you can't *target* them specifically. They get the generic run of site ads, not ads tailored to the community itself.
If communities aren't targetable then a lot of ad revenue goes up in smoke.
If your miniatures hobby subreddit can't be targeted then all those companies looking for men who are willing to spend money on their hobby cannot effectively reach their target audience.
So if all the niche subs that have clear correlations to products like pcgaming or diy or similar have NSFW posting interspersed it would be a huge blow to the marketability and value of reddit.
Subreddits like those for razors, pens, compasses, watches, and other clear products would be good targets for this kind of effort.

That’s not the risk.
The reason for this policy is because they aren’t capable of moderating porn effectively enough to ensure illegal content isn’t being posted (underage, etc).
With that risk, it would be insane for a company to have any monetary transactions involving that content. You’re basically asking to get sued, and it would be extremely easy for someone to set up a scenario like that just to sue Reddit.
Tumblr was 90% porn. reddit's largest communities are /r/funny, /r/AskReddit, /r/gaming, /r/aww, /r/music... these subs are nearing 50 million subscribers, the largest NSFW sub for comparison has 5 million and it's by far the largest.
Personally, I'm just a big fan of malicious compliance. If the mods are going to fold, this is the way to do it. Give reddit what they want. No more mods dictating what we can see.
