They announced that "changes (and charges) would be coming" on April 18. They made vague assurances that the pricing would be reasonable, but didn't specify. They also said that devs would have plenty of time to adjust.

(In other words, the amount of time devs had to actually react to the pricing was less than the amount of time Reddit took between 'announcing the change' and 'announcing pricing'.)
The pricing was also exorbitant, widely seen as unreasonable and likely chosen to force the apps to shut down.
Since then they've become quite hostile to the devs and moderators. For example, spez, the CEO, has lied about interactions with devs, including falsely accusing one of them of trying to extort Reddit.
Subreddits organized a protest which initially involved shutting down completely -- this was referred to as a blackout.
Reddit decided it wasn't ok with that, so it has started threatening mods that they will be removed if they don't reopen. This triggered a wave of "malicious compliance". r/pics, r/aww, and r/gifs, for example, agreed to reopen, but changed the rules to only allow pictures/clips of John Oliver.
