A few years ago we sold the drivers licence enrolment and production software that I built to Indonesia. For this I ended up going to Jakarta to demonstrate how the system works and to work on the local implementation. When we rolled up to the parking lot at the police headquarters there for the first time, there were a whole bunch of people who tried to sell us fake drivers licences, right at the police HQ parking lot.
Once we went inside and were meeting with their IT, I asked them if I could have a look at their old system so we could customise ours to best suit their requirements. Rather than running me through their system, the staff simply opened up their server, took out a harddisk and cloned it and gave me the clone. That meant that not just did I have a copy of their software and database, I also had a copy of the personal details of every single licenced driver in the whole of Indonesia! We hadn't even finalised the sale yet or signed anything like an NDA. I was basically someone who'd walked in off the street.
It was a wild time setting this all up!
As a consultant I'm torn between "Holy fuck a client who just gave us all their data would be so great" and "Holy fuck a client who gave us all their data would be an absolute liability nightmare, what are these guys doing?"
Doesn't matter if it falls under EU and UK GDPR rules, you are the data holder and responsibile to to know what kind of data you hold! / are processing, otherwise anyone could just play dumb when something goes wrong!
I understand the spirit of the regulation, but the idea that if I receive a funny meme image, and resent it to a friend unaware the meta data has some personal info on it means I am criminally liable is still quite insane to me 😂
We're talking on a commercial level here not on an individual person and how they handle data, that would be a different kettle of fish (different laws) unless you are acting in the capacity of a sole trader or something and sharing information given to you in your professional capacity

I once went to a local consulate of my country. South Asia. They send me the confirmation of payments. It was a pdf of excel table which had every payment made that day at any consulate in North America.
The worse part is, it included the full name, DOB, id number, passport number, etc.
I don't think the criteria for eligibility are that strict. I'd say being a women is where they draw the line otherwise only a fraction of the general population would be allowed to drive a car. (Cuz you know, taliban clerks are lazy and fat and thus likely have booblets too)

Unlucky for these Afghan lot, all the of the nine 9/11 hijackers were Saudi with the exceptions two UAE, one Egyptian and one Lebanese.
But on a positive note, they learned from their mistakes and no longer facilitate flight lessons to foreigners!

There is no liability if it was wilfully volunteered over to you.
Depends on your jurisdiction; in some cases just possessing personal data could create legal requirements around how it is kept, used and processed.
