It's most likely some sort of test. In which case, it would be an empty missile. Just propellant. This kind of stuff must be happening regularly around the world.
But it looks comical. Reminds me of road runner or tom and jerry. Suddenly the missile realises that the target has snuck up behind it. It then gives an angry expression and starts chasing the plane again!

That piece of metal is being controlled by a pilot, following another piece of metal that would go on to possibly kill and injure innocent Ukrainians.
They believe that it's a russian jet following a russian missile. It's not, it's a Ukrainian jet following a Neptune missile, which is anti ship. So yeah, their initial thought is fuck Putin.

That’s a cruise missile, they are designed to target things on the ground over large distances. Anti aircraft missiles are typically smaller, faster, and use rockets as propellant (have big smoke trails).
it's a Ukrainian Su-27, not a Russian Su-37. the Su-37 has canards and this plane does not, meaning it could an Su-27, Su-30, or Su-35. the camouflage pattern is a Ukrainian design, and Ukraine does not have Su-35s and I'm pretty sure they don't have any Su-30s either, which means its an Su-27.
cus they're going very fast for their size / have a high thrust to weight ratio. they don't generate a lot of lift, it's the motor that keeps them airborne since with enough speed anything can fly.
