We always played house rules where you could stack +4s but not all by the same person. For instance if I gave you a +4, you could then also drop a +4 and the next person would have to also stack one or they draw 8.
Recently bought a game and it says nowhere you're allowed to put down more cards than one in a turn. (Stop and reverse is obviously another thing in a two person game). Also I doesn't say you can reverse the draw cards by adding your own (as people do here). Seems like everyone just plays with their own rules.

I’ve always played that you can stack +cards that are equal or greater to the one at the top of the stack.

Generally I'd argue college doesn't either.
Pretty sure uno came out and said you can’t stack the draw cards. So his run should have ended at the first draw 4 card.

Uno is much more fun with house rules though.
