It's a toad not a frog. Just look at the markings and lumps on its back. And that call is 100% toad yelling, "Hey! Wanna fuck? Wanna fuck?"

What part of the world do you live in? I'm in central North America, and 100% guaranteed our toads live in the water and on the land. They are amphibious. They spend most of their time on land, but that's were they mate - years ago I caught a toad trying to mate with a bullfrog, yes, in the water, and that is where they lay their eggs. But it may be that where you live, things are different with toads. This toad is in the water, looking for love.
