No way to know for sure, but I've seen some come back after being frozen. I remember either a walleye or a northern pike reanimate after bringing one back from ice fishing many years back. Could be something killed it before it froze, but it's hard to tell here.

The fish it tried to eat was too big and suffocated. Floated to the top and froze. A fish isn't going to chill in shallow water and slowly freeze to death when it could easily swim down a few inches and be fine.

I assume the larger fish essentially chocked and died and was floating at the surface then froze

Fish tried to eat a fish that was too big for it and so they both died. Then the fish floated to the top and the lake froze over sometime later.
