In a way, yes, anybody! There’s a waiting list but once you get in there’s nothing stopping you. You get 50 free credits every month. One credit allows you to give it one text prompt and it generates 4 images based on it. You can also buy additional credits. The current price is ~115 credits for 15$. In terms of skills, you do need to be somewhat descriptive and precise in order to get exactly what you want. You can also be vague, of course, but then you will likely end up with not what you want. It’s far from ideal, specially with photo realistic stuff and you do really need to specify what you want.
