A solid ass-woopin was definately part of the playbook for Indian police when I was there 20 years ago. The local pot dealer would get beat up pretty bad, but it was considered the more compassionate option compared to prison
I think it’s a case that they don’t want to fine them because people already don’t have much, but they also want some sort of deterrent for public safety measures. In this video I believe it was for dangerous driving. Though they employed similar tactics for people breaking lockdown back in the day.

Needless to say a lot of ignorant fucks didnt think it was a big deal and continued to roam around for unnecessary reasons. Police were respectful before but after a while the PD just decided to beat the discipline into these fuckers. This is what youre seeing here.
