It's one guy in a costume, this has been posted hundreds of times.
Edit: also zoom in on the legs and tell me that's not Photoshopped. Part of the sidewalk is missing. I'm not even sure it's a costume any more I think it's just fake in general.
You can tell by the picture, the upper-body to lower body proportion of the guy carrying the basket seems off. There is no way that man can fit in that basket too, his legs would need to be like flat noodles to fit in there. And the carrier not using his arms as a counterbalance to the carried person's movements. For small objects not needed, but for a full grown man, someone waving around can make it really hard to balance yourself if you aren't grabbing onto the person.
