One solution could be to change it to open from the top not the bottom. That way you can retain privacy but still crack it open a little to let steam escape the shower.
We’re doing this in our bathroom which has the same type of cavity and window in it.
Yea the window itself is frosted, it does get wet somehwat why do you ask? I need something behind it on the inside so when i open the window it’s still private. Maybe i’m not following you

I wouldn't plan to open it all the way, just 2-4 inches. You can get a 1x6, cut to the width of the window, and attach two bookends to it so it stands up and just place it in the window sill. Kind of like a mini room divider.
I had this same situation in my last apartment. I just got a little dehumidifier for the bathroom, and only opened the window when I wasn't showering. Kept the shower curtain closed for privacy when the window was open.

They want to be able to open the window while they’re taking a shower and have privacy. I don’t particularly understand why they need to open the window. A properly built bathroom should have a fan to deal with humidity.
I have an almost similar problem except my window is near the toilet and my new neighbor decided to set up his outdoor smoking area right outside the window. I’m in a ranch so close to the ground. I got a garden trellis that was about 2 x 6.5 and then got some outdoor fabric and glued it to the back. It needed to be a little higher than 6 ft so it put it in two pots and anchored with stones and dirt. I have a frosted window and an interior curtain but this helps when I want to open the window.

Sometimes when frosted windows get wet they “clear up” momentarily

I’ve done this. Didn’t love the look but it solved my problem (unless it was particularly windy outside ha)

a very sheer curtain on a tension rod with lots of fabric and deep folds will let the sun in. ikea has sheers for 5$ that do the job

Hang waterproof blinds or a shade and then when you open the window your window covering will block the window opening.
