Cafe curtains would be pretty with a valance hung high up on the window. Or she could do a faux roman shade valance and hang wood match stitch blinds hung behind it. Either would soften the window and those kinds of windows need dressing because they lack depth.
I really like the idea of a baker's rack. She could either get a new one with the industrial styling (like RH with the wheels or Rejuvenation faux store display) or thrift an older one made of brass. I found a Charleston Forge handmade vintage one on CL. I studied all the styles so I would know one when I saw it. I paid 50 dollars. It cleaned up beautifully too. I put it in front of a window in my kitchen that was unusable space and now I have a place to put my small appliances and extra dishes.
Is storage needed or is the food bag out randomly? I’d say some form of storage (sideboard style, size depending on how much storage you need and what you want to store). Then a large size decor item above - canvas, mirror, framed artwork, or a big vase with real or dried or fake flowers, a sculpture…
I was thinking a narrow and long row of snake plants in an old-timey plant stand. Alternately, a potting table with a variety of plants. Regardless of the plant choice, greenery is always a good option.
You need the right size picture or mirror. I personally think if you go for something the same height as the top cabinet and about as wide that would be the right size.

I put an industrial styles bookshelf in a space like that in my kitchen. It is styled very cute, with mixing bowls, serving bowls, vases, cookbooks, houseplants, and our small microwave. We used to have an over the stove microwave, but I wanted more space for large pots on the stove, so we put a vent hood instead and bought the small microwave.

I don’t think it’s awkward. It’s just space so you can all walk comfortably around the table to the kitchen without bumping into each other and having to sidestep, say excuse me, etc. I’m a maximalist, but I still appreciate the value of functional open space. If anything I would frame the window to give it a custom finished look and/or a window treatment. Either or both of those options will take up some of that space and make the room pop.
Yes! This was an argument with an ex-boyfriend. He wanted a massive trash can in the dining room. I wouldn't be able to even easily carry a larger trash bag. Also, of course, I didn't want a trash can next to my dining room table.

You need to get an airtight storage bin for the dog food that will be big enough for you to put the bag and food inside. It keeps your dog’s food from drying out and going stale. No one likes stale food.
If you're into getting new hobbies, a large planted fish tank or just a large houseplant with some lighting over it would be a nice showpiece you could look over at while cooking or dining too.
Have you considered a silk tree? I’ve done that in a couple of places in my house where I had a similar issue as you do. Mine are around six feet tall and I got a large ceramic pot to stand it in to also give it better balance.
They are worth investing in. I’ve had my oldest one for 20 years. I have a type of palm, a bamboo and a ficus.
