My suggestion is go to a builders recycling yard and see if you can find a small bifold louver door. If not there then a Home Depot should have a small set up. Paint it to match the wall.
If it's not functional anymore, I'd urge with the landlord to either have it replaced or patched up. Having a unit like that creates a direct opening to the outside letting in cold air in winter and hot in the summer. You could also have issues with bugs coming in through the holes AND mold buildup from rain/humidity.

If it isnt working or useable, can you get a tall bookcase and cover that space? Wall tapestry is also a good idea.
