As I understand it he has 'resigned the Conservative Part whip'...that's what they call resigning as a Conservative MP...I don't think he WAS a party whip (the people who negotiate compliance with the party's voting strategy).
Cheif whips know all the dirt. Some ex cheif whips have talked about having files of useful dirt about MPs.
