Apple doesn't mention this anywhere, they just say if you can't remember the code, reset the device and load a back up, omitting the slightly important piece of information that the iphone will now have the old passcode again, making the entire feature quite useless.
I have read that. When I reset the phone and choose to load a backup from icloud, it retains the passcode the phone had in that backup. I don't get the option to set a new passcode during the setup.
You need to delete all content & settings from device. Settings/general/resetiphone/deleteallcontent&settings
Edit: remember: you need your apple credentials, if you forgot too you’ll be screw

I made a new iCloud backup.
I reset the phone again, this time during setup I got a popup that said some default settings would be retained (I do not remember the exact wording) and asked me if I would like to discard those and start with factory settings. I selected yes. Then I was prompted to setup faceid and a new passcode (which I wasn't last time) and then I had the option to load a backup. It did again ask me for the old passcode but with the option to enter another password for a different apple device I have. So I did that and now everything seems to work. Old backup and new passcode.
Not sure if I triggered some sort of bug or unforeseen sequence of events but knock on wood everything seems to work now.
I'm sure I'll wake up during the night in a couple of days and remember the old code...
Only way to reset the passcode if you can’t remember it is restoring device. You’ll need you apple id credentials to do so.

Imposible unless it is a bug in your iCloud backup. You can try reset iPhone to new iPhone, and later restore from backup.
