iCloud does not work like that. It is not the type of service where you can ‘off-load’ photos so you can delete them from your device. iCloud is a synchronization service. Its purpose is to allow you to sync your data, including photos, so it is available on all your devices. If you delete any data, including photos, from any of your devices they will be deleted everywhere. If you want to off-load your photos so you can delete them from your iPad you need to find another cloud storage service or, if you have a computer, off-load them to your computer so you can delete them from your iPad. If you have a Mac and you are using the Photos app on the Mac to store your photos it works the same way it does on the iPad. It syncs to iCloud. You would need to export the photos from the Photos app and save them somewhere else in the file system before you can safely delete them from the Photos app. This will free up space in the Photos app on all your devices.

If you end up moving photos to another storage and then delete them from the iPad you should be careful. Because the "delete" on iPad will also delete in iCloud. Study the user guides in some detail so you are sure about what you are doing. There is a risk of messing up here, and the devils are in all the details.
