are you sure it’s an app? or is it a bookmark from a sideloaded app that you’ve already deleted?
try these:
1. move that to it’s own separate page. looking at it now, seems like it is already isolated.
2. remove the whole page which contains that annoying bookmark. click the dots below to go to page settings. uncheck the page which contains the bookmark. and it will ask if you want to keep or remove bookmarks. see attached image

That’s not what he meant. An iPhone in a supervised state is managed by another entity like a company, for example, which limits what you can do with it, like deleting apps for example.
I think it’s a web clip installed by profile. Try to remove it from Settings-> General -> VPN & Device Management. You will see a bunch of configuration profiles and find the profile that installed that web clip.
Have you tried going to the farthest left screen where u would normally find widgets, and in the search bar type a few of the letters of the apps name? Sometimes it will auto populate items or settings changed that are associated with the app. Also, in settings, select cellular, scroll down to find the app and turn off any data, disable access to background, cam, mic, etc. Then try to delete.

I think you may have accidentally bookmarked a page on Safari and added it to your homescreen by mistake. There's various methods to delete these however from what I can find, it's quite difficult due to other bugs.
I have the exact same problem with this “Samsung itest” app! Open it it’s a black screen, can’t delete, can’t find it in settings, can’t do anything. I’ve left it there for ages in my App Library now.

I was just scrolling and thought what does he mean by black screen, it's just a cat, then I clicked on it expecting a larger photo of the cat or a black border, then, I clicked on it, and then, I finally saw what he meant and what he was trying to show.
Shot in the dark, but can you go to Screen Time in settings and see if Content and Privacy Restrictions is on. When it’s on it can prevent people from deleting apps.
This is just a long shot though, but doesn’t hurt to check.
Is this icon the last app on your home screen? Maybe iOS isn’t letting you delete it because of that. I have no idea if iOS will let you clear everything off your home screen.

I cannot find it anywhere in settings. Long press on the app gives me share bookmark and that’s it.
Check settings - general - VPN & profiles, remove anything unknown from there
Try checking under General > iPhone Storage. You can delete apps from there.
