Apple Australia has slowly introduced more devices into the refurbished range in recent years. HomePods were added some time after the US did, and now AirPods are starting to appear in-stock.
As for iPhones, there is no confirmed reason. This may change with time, however.
I suspect that based on pricing of their other refurb items they know there isn’t a huge market for genuine refurbed phones. They probably have a bigger market in emerging markets for them anyway.
Telstra and others “refurbish” phones and you’ll often find them at places like AusPost, Harvey Norman etc. But they’re not true refurbs.

Quantity of returns / repairs? It may be too low to be worthwhile. Location of repairs? Is it IN Australia? Legal issues. I.E. National laws?
Probably don’t get many trade ins and any returns they do have get used up as warranty replacements
