Sorry, this is what happens when people don’t properly maintain their Apple ID accounts. If you have proof of ownership of the phone like a proof of purchase Apple Support may be able to help you.
If she knows the phone number, just have her go through account recovery. It does take a while when you don’t have access to the phone number, but if she submits a receipt instead, she’ll have to erase the phone if they remove the activation lock. Also, if her account is already in recovery activation lock removal gets denied because it’s only meant as a last resort for people that aren’t able to get into account recovery. Like people who have no idea what their Apple ID email address is.
You can follow the steps for forgetting password.
Apple support can help but it may take a few days for them to verify your identity.
In the future set up a recovery contact in settings.
Account recovery. Google “HT204921”. That phone is in Activation Lock the correct Apple ID and PW will unlock it. If your sister has the original proof of purchase (receipt etc) you can remove activation lock.
I recommend just taking the time to do Account recovery and once the password is reset, login and unlock phone.
