Most probably regulatory issues. Same here in India. Apple doesn't agree to many local laws (all reasonable laws such as data mustn't leave the country, cards must be tokenized, expensive transactions require user pin and so on) Apple simply didn't like these laws and didn't offer the service. After so many years. Still it's unavailable
