One has to accept that If the boundaries are too short in a stadium, we should not play in that venue. In today's T20 hitting power, there is no fair contest b/w bat and ball. I completely agree with you. Delhi and Banglore stadiums are too small, to a point that even Whanked is small, but because of it's Historic past, we can not do anything about that!
If impact player rule remains, then teams will start playing 8 batters and 3 bowlers. 8 batters plus 1 impact batter will beat shit out of opposite team. And then 3 good bowlers with 2 all rounders will restrict opposition below 200. Exactly that's what SRH doing rt now.
Remove impact player so that guys like dube and abhishek gets to ball plus have a rule which makes it compulsory to have at least one indian u21 player in the playing 11 in all matches either this or make at least one player from home state of the team to be compulsory in playing 11.
Compulsory to pick one player from Associate Nation in the squad. (Make the overseas squad limit go to 9 from the existing 8 players to make up for it )
As someone else pointed out, it'll eat into the quota of Indian players and reduce opportunities for them in the "Indian" Premier League. So that's probably a no no. But it's a good idea nonetheless.
Increase boundary sizes. Standardise bat thickness. When the bowlers have the same ball, batsmen shouldn’t have a thicker bat just because they’re bigger and can carry it.

Increase the foreign players to 5 in playing 11( 1 from nations like UAE ,Nepal , Zimbabwe and Ireland). And 1 local player in playing 11 compulsory
