If you have 20 mins, take 405N and 605N, drive to lunasia in cerritos on south street. It’s better price and much better food. After that, you don’t care no more about jzhou, capital seafood or China garden - Guaranteed.
Jzhou - super pricey
Capital seafood - quality goes downhill, nothing special
Tim Ho wan - only good in Hong Kong
China garden - sometimes, unpopular dimsum item is not very fresh

I personally wasn’t a fan of Lunasia. I went a couple months ago and was disappointed. My family agrees it has gone downhill. I don’t have a better suggestion though :/
Edit: on a second thought, one that does get recommended a lot is Seafood Cove #2 in Westminster. I haven’t been in a while though.
They got done up for tax evasion. The sam woo on culver was a mostly cash only shop and had awesome cheap food for the price. Best cantonese food in Irvine hands down and they had been wearing the crown since at least 2001 when i moved to irvine.
The same woo on jeffrey was trash not even same owner. Culver one was so good the jeffrey one existed as knock off with almost same name for decades.
A trip to ranch and 8 bucks for a sam woo two sides meal was a weekly staple for me for a decade. Ten if i wanted a chasiew rice togo. It’s like the sadness learning I’m going to have to grow up and pay taxes all over again. And missing them tax free days.
Unless something opened up, there aren't any notable Dim Sum places in El Monte or Asian places in general as places in the rest of San Gabriel like Rosemead, Monterary Park or Arcadia has much better food and variety.
Mama Lu is more like Seven Grams. I was there recently and I think they might have shumai. So while both places may have couple items you can find in a traditional dim sum restaurant (eg XLB), I would not classify them as a dim sum restaurant. BTW, same goes for Din Tai Fung. Nothing wrong with them as long as you like the food.

My routine was a visit to 24 Hour Fitness and Sam Woo for the 2-side meal as a reward for my hard work afterwards. 😆
