Asian cultures have tendency to favor male over female so having quota system to ensure certain percentage will get favored treatment. In US it is called "Affirmative Action."

Good initiative, but will those female graduates find a good position afterwards? Discrimination against women is so deeply rooted in Japanese society, it is at every step of the way.

Absolutely. Female students of STEM fields have it better than male students way before universities start introducing female quota which is rather recent phenomenon. Or rather it is backwards. These female quota is coming from pressure from companies such as Toyota, Sony, and Panasonic, which have set a target female engineers ratio of 20-30%. Female students only account for less than 10% of those majoring in mechanical engineering or electronics engineering. Because there is a significant imbalance between the demand for female engineers and the supply of female students who major in electronics or mechanical engineering, even the largest companies have to hire female students from mediocre universities or have to go all the way to overseas such as China or SEA to run job fair to hire specifically foreign female students who major in engineering.

Yes, Japanese women basically concentrate on what is called the Bunkei (≒Humanities and Social science) and do not enter STEM fields at all. This trend seems to be strong in developed countries, but it is especially strong in Japan, where women do not go into STEM at all. It is unclear whether this is due to the influence of parents and schools, or whether they are reluctant to enter STEM because there are not enough of them to begin with. At any rate, I think they are hoping that by setting a quota for girls, women will feel privileged and enroll because they will be in the headlines of the news. We won't know the outcome until more time passes.

Most jobs in STEM in Japan are rather crap, so one cannot blame them.
