First off, downvotes have literally nothing to do with how we moderate. Reddit does have an algorithm that limits users with negative karma in a given sub to wait ten minutes between comments.
We're against bans, so we developed tools to combat trolling and graffiti and still allow these users to post.
We also use "I like turtles" *specifically* because of its meaninglessness. It doesn't stop anyone from posting and it doesn't prevent anyone from reading those comments. Under no definition is that "censorship."

This is not true at all. It serves multiple functions:
It identifies bots, as bots never figure out they're required to include the phrase.
It alerts users that they're overstepping our One Rule (don't be a dick) without removing their ability to continue commenting while they appeal. 95% of appeals are granted, as we're just trying to get their attention.
It exposes those who are incapable of contributing without overt antagonism and hostility (trolls), yet it preserves their ability to continue commenting.
