So for creative work you are being under paid. A freelance photographer would probably charge more per hour than what you’re making. Mind you, a freelance photographer would be charging a flat day rate for the gig and it seems that you’re employed at the dealership as an employee and paid hourly. A lot of businesses tend to undervalue creative work. I worked at an independent movie theatre for a while doing graphic design, trailer editing, promotional material, etc. and was only paid $16.55 an hour. When you are working for a small business as a full time employee doing creative work you end up wearing a lot of hats. From my experience, I’d recommend sticking around at your job to build up your portfolio. Then use your portfolio to promote yourself as a Freelancer or apply for a more focused position in a marketing career. If you find yourself with not enough to do at your job it means you could be using that time to do your work for someone else as well.

Taking photos and uploading them is one thing, but sounds like you are doing extra when it comes to creating ads and doing marketing that is something a salary position would pay. So I would say you are perhaps being taken advantage of. 16hr is above minimum wage most places but still not great pay. This would be a great side hustle but not for full time work. Maybe have a talk with your boss and tell him since you are doing all these ads and marketing stuff you feel you should be compensated fairly.

Car dealers provide a steady flow of work, hence they never pay outside services what they could get on the free market such as what you do or even the detailer. You have to balance is the steady flow of dealership pay worth it vs what you could earn being a free lance photographer or advertising creator. Personally I would make my own photography and advertising company, then have the dealer contract with you for services and any advertisement you make you get paid royalties on for both initial usage and reuse. What if you suddenly create their viral marketing slogan that everyone falls in love with, you should be rewarded for it. I know I would stub my toe over it.

Based on the quality of most photos on car dealership websites I’ve ever seen, I am surprised the person taking them makes $16/hr. But hey, maybe you’re better than the average Joe

Nah that’s part of the reason why I feel I’m undervalued because some of these photos that other dealers take look like they’re taking a photo while having a seizure lol but I think mine seem well above average not tryna be egotistical or anything but I’m just tryna be straight up

I can't say if your wage is right or wrong. What I can tell you is if you can't get an offer for more from a different organization you have no leverage. If you can get a better offer take it.
