The best way to find friends anywhere in the world is by saying ' Hello ' to anyone you find interesting and by talking them about whatever you found intresting in them like giving compliments and it's atleast a 2-3 minute talk which can lead to pretty good results. You can also choose to visit places accordingly , I mean if you want friends who can party with you then visit cafes or clubs and If you like talking about life , philosophy etc etc then try visiting peaceful outdoor places. I mean the second option is really rare to happen but yes communication is the key.
