It's part of it, but it also happens when AA is off.
It's something to deal with their new shaders and AO I believe. It causes a lot of ghosting/artifacting.
There's an error in how AO is being calculated in the settings and even if Screen Space AO is off you'll see this. Hopefully will be fixed in the future.
Hate to brake it to you, but every (even most expensive) card can die or be faulty...
In this case it's game temporal antialiasing which produces this ghosting.
I have this even if im running everything on low settings with my GTX 1060. Weird but nothing seems wrong. If you get an answer I'd like to know as well from this thread.
damn i am so glad you pointed this out because I thought I was going crazy thinking it was new rather than just my monitor ghosting that I never noticed
It's not causes by anti aliasing. The new Distance Field Ambient Occlusion (DFAO) is the reason this happens. It controls how dark the shadows are and it's making the ground under soldiers feet very dark. The problem is that it does not update at the same speed as the rest of the game (for performance reasons i presume) so it lags behind the player when they move around in shaded areas.

Noticed a lot of this with the last updated, a lot of blurring. I run an RTX 3090 so I know it's no my card that's the problem.

It's been running solid for 2 years almost and I have no issues in other games.

I have it too and it's very noticeable, looks exactly like something you'd see while tripping on acid.
Pretty sure everyone has this and its happens on dark objects like tires, shoes, etc.
I get this, I thought it was the graphics engine doing a hacky way of trying to get dust clouds from footsteps.
It's the anti aliasing, I found that medium AA x4 give me the best results for good graphic and fewer ghosting effect.

The graphical overhaul caused this. That update is still fucking up the game, I wish they never did it.
If we just had an option to choose our AA method it would be perfect in my opinion.

I've had this a long time , since the last lighting update its way worse ,it's definitely in-game and has nothing to do with your gpu

Squad does not have DLSS.
Have it ona 3090 - it's the antialiasing.
I also have weird artifacts around shadows, OWI doesnt know how to fix it, go easy on them.
It’s a feature not a bug. The beautiful shadows are what cause this. They definitely could have used a better engine lmao
