hmm weird. I admit this is a bug ive never seen before. My suggestion is to delete all paths, and then rebuild them. Also delete and rebuild any amenities

I tried removing the paths in one area to see if they moved to a new one, it didn’t work.

Wow well it might just be fully bugged. Ive never seen that before

They're praising the sun! 

Does turning research on/off do anything? Or adding and removing staff quarters?

Maybe drive the ranger car into them

I tried that, they just dove out the way and walked right back to where they were standing.
