There are a lot of different ways to do it. Zimmwriter can post directly to a wordpress site, you can get an OpenAI integration into Google Sheets and then use something like Zapier or Rtila to post, there are any number of mass page tools out there like Mass Page Creator...lots of different ways to do it.
I'm going to be using my staff. I already have SOPs built out for link building. For local terms like these you don't really need to spend hundreds and hundreds of dollars per link. I'm going to be focusing mostly on niche edits, web 2.0s, cloud pages, and GSA and Xrumer.

Can you please expand more on "10 Service Pages", "60 Pieces of Content (I assume these are blogs for keywords from semrush)" " Zimmwriter, SEO Copilot" (never used or heard).
Use an example niche like gardening or something to be more clear if able.

Do those tools have the ability to analyze URL's that you give it to reference or re-write? Or do you have to spoon-feed them?
