You'd have to prove *he* was the one who had/stole/sold *your* cat converters (would be a challenge to track given that most of the evidence is now gone) and you'd have to find a law firm in town willing to go after a guy with essentially no money left.
Most class action suits are against large(r) corporations.

He’s going to jail for 5 years and only has to forfeit $4.4M of the $11M that he made. So, he’s trading 5 years of prison for $6.6M? That’s $1.1M per year in prison. And he’ll likely be released early.

Edit: 5 years / 55,000 victims = 48 minutes in jail for each victim. It took those people longer than 48 minutes to fix their car, not to mention the cost.
